What the provincial framework changes
For an unserviced lot in Newfoundland and Labrador, septic-system approval requires site and design information prepared by an Approved Designer and submitted to the Government Service Centre; municipal approval can also apply.
The practical result is that a septic decision cannot be separated from the property record. The applicable authority may need a permit, registration, filing, notification, approval or certified professional depending on the province and project.
Three files worth building

Maintenance filePumping, service, alarms, repairs and treatment-unit maintenance.
Property fileWater supply, easements, setbacks, lot changes and future construction plans.
